There is no clear answer to this question. Better is what you like and what serves your needs. So if you're looking for an inexpensive solution for places where you'll be staying for a short time, or if you place great value on flat, minimalist design, you'll certainly be right with a felt topper. For those who expect more comfort, stay longer on the chairs or want to increase the seating position a bit, the padded seat cushion is certainly worth it.
